THE WORK IS MOST SUCCESSFUL WHEN PURSUED THROUGH A RIGOROUS, COMMUNITY-BASED DESIGN PROCESS.
This process enables young people, families, educators, and other community leaders to participate in developing and realizing a locally determined, collective vision. The process embraces research and evidence in multiple forms and is done by communities, not to them.

The keys are underlying conditions (clarity, conviction, coalition, capacity, culture) that enable change and powerful, cohesive design of learning experiences.
